Invitation for Bids

Deadline for Submission of Bids: on or before 9.00 AM on 13 / 4 / 2015

1.      The Government of the Socialist Republic of Vietnam (hereinafter referred to as “the Government”) has received an ODA Loan from Asian Development Bank (hereinafter called “ADB”) towards the cost of the Sustainable Rural Infrastructure Development  Project in Northern Mountain Provinces], and it intends to apply part of the proceeds of this loan to payments under the contract for Package No.1 on supply and installation of pumps for Trieu De pumping station, Vinh Phuc province.

2.      Department of Agriculture and Rural Development of Vinh Phuc Province (Vinh Phuc DARD), through its Project Management Unit (PMU), (“the Purchaser”) invites sealed bids from eligible bidders for Package No.1 on supply and installation of pumps for Trieu De pumping station, Vinh Phuc province.

3.      International competitive bidding will be conducted in accordance with ADB’s “Single-Stage: One-Envelope” bidding procedure and is open to all Bidders from eligible source countries.

4.      Only eligible bidders with the following key qualifications should participate in this bidding:

·      Experience requirements:

(a)      The Manufactures shall have at least ten (10) years of experience in producing submersible pump units . During  the last 10 years, the Manufacturer must have sold a minimum of fifteen (15) submersible pump units, each with capacity of at least 12,000m3/hr, which have been operating without major defects.

(b)     The bidder, within the last ten years, shall have either:

(i) 01 successfully completed contract  valued at least US$ 900,000 as main supplier to supply submersible pump units for pumping station with the total capacity of at least 50,000 m3/hr and where each pump unit has capacity of at least 12,000 m3/hr and 01 contract of installation of pump station with each submersible pump unit capacity of at least 12,000m3/hr.

Or

(ii) 01 successfully completed contract valued at least US$ 900,000 as main supplier to supply and install submersible pump units for pumping station with the total capacity of at least 50,000 m3/hr and where each pump unit has capacity of at least 12,000 m3/hr.

·      Financial requirements:

The Bidder shall furnish audited financial statements or financial statements certified by applicable tax authority in accordance with local legislation for the last three (3) years (2011, 2012 and 2013) that it meets the following financial requirement(s):

       a. Current soundness of the Bidder’s financial position and its prospective long-term profitability is demonstrated through audited financial statements or financial statements certified by applicable tax authority in accordance with local legislation for the last three years (2011, 2012 and 2013). As a minimum, a Bidder's net worth calculated as the difference between total assets and total liabilities should be positive.

       b. The average annual turnover required should be at least 1.5 million US Dollars defined as the total payments received by bidder for contracts completed within the last three (3) years. In case of a joint venture, all partner combined must meet the requirement, while one partner must meet 50% and each partner must meet 30% of the requirement.

6.      To purchase the bidding documents in English, eligible bidders should:

-         Submit a written application to the above address requesting for the Bidding Documents for

-         Package No.1 on supply and installation of pumps for Trieu De pumping station, Vinh Phuc province.

-      pay a non-refundable fee of USD 100, by cash, bank draft or check to following bank account:

The Bidding Documents may also be sent through courier for an additional fee of USD 50. No liability will be accepted for loss or late delivery.

7.      Bids must be delivered to the address below:

Time and Date: on or before 9.00 AM on 13 / 4 /2015.

 All Bids must be accompanied by a Bid Security as specified in the Bidding Documents. Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

8.      Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below:

9.      Vinh Phuc Project Management Unit will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.   In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
