Contract No.:       3.5/LE/QSEAP-CPMU for Upgrading of Laboratories for Food Safety Testing (Stage 2)

 1.         This Invitation for Bids follows the General Procurement Plan for this Project, which is made available in the "Project Information Document" for 39421: Quality and Safety Enhancement of Agriculture Products—details of which may be accessed through http://www.adb.org/Projects/project.asp?id=39421 and is going to be posted by  the Sponsor  (ADB) at http://www.adb.org/Documents/ADBBO/?url=/business/opportunities/not/vie/ vie2513b.asp.

 2.         The Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) toward the cost of Quality and Safety Enhancement of Agricultural Products and Biogas Development Project (QSEAP) and it intends to apply part of the proceeds of this loan to payments under the contract for Upgrading of Laboratories for Food Safety Testing (Stage 2) (No.3.5/LE/QSEAP-CPMU).

 3.         The Central Project Management Unit (CPMU) of the QSEAP Project under the Agricultural Projects Management Board (APMB) of the Ministry of Agriculture and Rural Development (MARD), hereinafter called “the Purchaser,” now invites sealed Bids from eligible Bidders for the supply and delivery of the following items:

            (i)                 Ultrapure Water Purification System;

(ii)               Analytical Mill;

(iii)             Solid Phase Extraction System;

(iv)             Ductless Fume Hood;

(v)               FLD, DAD Detector and Control Software for HPLC;

(vi)             Soxhlet Extraction;

(vii)           Rotary Evaporator;

(viii)         Triple Quadrupole Gas Chromatography Mass Spectrometry System (GC/MS/MS) – Type 1;

(ix)             Triple Quadrupole Gas Chromatography Mass Spectrometry System (GC/MS/MS) – Type 2;

(x)        High Performance Liquid Chromatography Triple Quadrupole Mass Spectrometer System (HPLC/MS/MS).

 4.         International Competitive Bidding (ICB) is to be conducted in accordance with ADB’s Single-Stage: One Envelope bidding procedure and is open to all Bidders from eligible source countries.

 5.         Interested eligible Bidders may obtain further information from the CPMU and inspect the Bidding Document at the address given below, from 8:00 AM to 16:30 PM during working days.

 6.         The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of VND 1,000,000 (One million Viet Nam Dong) or USD 50.0 (fifty US dollars) equivalent. The method of payment will be cash or bank transfer. The document will be sent by mail, the in-country mailing cost will be paid by the Bidders at 100,000 VND (One hundred thousand Viet Nam Dong). No liability will be accepted for loss or late delivery.

 7.         Bids must be delivered to the address below at or before 2:00 p.m. on  August  3^rd, 2015 with clear labels to state that "The package is not to be opened before 2:00 p.m. on  August 3^rd, 2015". All Bids must be accompanied by a Bid Security amount in accordance with the provisions stipulated in the Bidding Document. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 2:00 p.m. on  August 3^rd, 2015.

 8.         The CPMU will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
